Law Enforcement Addiction Advocacy Program

In response to the heroin epidemic, the Portland Police Department launched LEAAP: the Law Enforcement Addiction Advocacy Program in January 2016. Modeled after the Department's nationally recognized mental health co-responder program, the LEAAP Substance Use Disorder Liaison will focus on three key elements of outreach: education, community awareness and facilitation of treatment. This person will engage known drug users and then provide support and offer treatment options, provide education and awareness to police officers and the community and will serve family members and friends seeking advice and assistance in obtaining help for their loved ones.
