In 2017, the Department of Planning and Urban Development released a new comprehensive plan for the City of Portland. The plan is based on work that began in 2015 and included a process of extensive public engagement, including attendance at numerous events and a large public survey. The plan distills the findings of this public engagement into a concise and comprehensive vision for the future of the city. The City Council voted unanimously to adopt Portland's Plan 2030 in June 2017, and in August 2017, the plan was found to be consistent with Maine's Growth Management Act by the State of Maine Department of Agriculture, Conservation & Forestry. As a comprehensive plan, it serves as a policy guide for the entire city.
